Who can perform a PUWER assessment?

Like most things, it depends. Can anyone old person do a PUWER assessment, no. A person carrying out a PUWER inspection / assessment must be competent, have knowledge of the legislation, and associated standards and how to apply them. They must know what to look at, have knowledge of control system integrity, when assessments are required and when they are not. They must also have knowledge of the machinery and sector.

So how can you spot a competent assessor?

Someone with a good degree of safety knowledge and experience e.g. Chartered IOSH member, may have (but not guaranteed to have) the required knowledge to perform a PUWER assessment on basic equipment. For more complex equipment you may ask if they have received any formal PUWER or machinery safety training.
